Maryland's current Governor is Martin O'Malley. Although O'Malley got lucky and became mayor, he knew how to work the opportunity into becoming governor. One major flaw that follows O'Malley is his inability to lead. One major example is O'Malley cabinet appointments. If we look at Department of Human Resources, one can see poor management from the top down.

Brenda Donald background is weak when it comes to the science of social service . Although she has a master in public administration from Little Rock, she has no proof of early social work field experience. Most of her credits are from management positions. One can guess that she has some Clinton connections and, this maybe why she was a Director of District's Child and Family Services for a short period of time. Although Donald has fired a director recently in social services, she took no blame for the under funded Agency. She just blamed along with others in the political circle.

As one works the way down Donald's current organization chart, only one individual was found to have a background to lead at the DHR for Maryland. The person's name is Stacey Rogers but on the other extreme Joseph Jackins.

Jackins only claim to fame is being an accountant or a bean counter. Please remember child support has become a social need. There are families being split and single parent house holds that need someone to look out for the children, the non custodial parent and the custodial parent. One has to wonder what social services skills an accountant has. How did he get this Job? Maybe he went to school with O'Malley and had DWI that O'Malley will not allow anyone to see. If someone sees it, he will be dis accounted but no one knows. Jackins social science background needs to be counted. The current count is negative one.
