The black vote must count in the winner take all states

In the deep south, the voting process for the President and some congressional districts is winner take all. The republican party is taking an active roll in the black community to show concern for their votes. For example, the Sundaypaper.com is reporting 80 billboards have been brought by mostly African American communities in Georgia.
The Billboards are a talking about abortion in their relationship to racism. People have not seen this much interest in the black community since the American civil war to end slavery.
